Tricky,
Much of it depends on where you tend bar.  I know some bartenders that get $15 
an hour to tend, and I know bartenders that get $6 an hour.  I'm in a small 
town right now working my way through school by getting classmates hammered on 
a regular basis.  I get $7 plus tips, but I don't have to share my tips with 
bar backs and cocktail waitresses (I do my own backing and the girls are well 
endowed enough that they don't need my help).  
I know there are a few salaried bar keep positions, but there are not many, 
most work hourly wages.  Even a bartender friend of mine working in Circus 
Circus in Las Vegas goes by hourly.  
About requirements - Your biggest requirement to "move up the ranks" is 
experience.  Many of the bartending schools will tell you that you need to 
have one of their little handy dandy certificates.  The schools are a good 
break into the job, and usually offer pretty decent placement for new pourers, 
but they aren't necessary by any means.
