No - it depends on your state.  For example, I am originally from St. Louis.  
The "pouring age" in Missouri is 21.  BUT, in Illinois it is 18 so I could 
work on the other side of the river at 19.  Now I live in Boston, Mass. where 
again, the age is 21.

States are allowed to define their own pouring/serving rules.  (I think, 
actually, in Louisiana, you can be 18 to consume alchohol, but must be 21 to 
purchase alcholol.  So, if you're in a bar and you're 18 and someone buys you 
a drink, I think you can legally drink it there...)
