I've been mixing drinks in PA, west of Philly generally, for a few years.  To 
the best of my knowledge, a license or training certificate is not required, 
at least by the state's Liquor Control Board (an archaic, but improving 
entity).  As for local laws in Philly, I will ask around to some friends (or 
maybe a pub crawl in the city will turn up some info ;) ).  From what I've 
seen, though, the PLCB may be moving towards providing bars, clubs, etc. with 
some training guidelines  for barstaff, management, etc. in the next few 
years.  Hope this helps and good luck!
