Subject: Need help understanding "proofs"

Ok, I understand ( at least I think I do) that In the US they double the 
precentage of alcohol content. Correct? So, for example if a liqour is 80% 
proof, than in all actuallity it is only 40 proof. I hope I am understanding 
all of this. Please correct me if I am wrong. One more thing, what exactly is 
"proof" anyway? For example, would a 40% alcohol volume, actually get you 
"drunk" need be?
