let people go home early if it's not busy.

Don't let people clock in more than 5 minutes earlier than sheduled
have a written policy stating if they do they won't be paid for that time
also make sure they clock out as soon as possible after work. 15 minutes early 
and late 6 days a week is 3 hours and can add up quick.

view labor cost as a percent of income.look at past and projected income ,set 
your goal, idealy 25-35%. divide that figure by your average hourly wage to 
see how many manhours you need to shedule to meet that goal,and stick with it.

make sure that people are working when they are there and not just "milking it"
