They always do that. They do it less the shorter the tube from keg to the tap 
and if the tube is kept the same temp as the keg

This is just for the USA
Depends on who you're working for. Federal law requires your employer to pay 
withholding based on your earnings, this includes any tips you make while 
working for them.That's witholding for ss and income.Some places let you put 
down what you want others put a figure based on what you ring up some don't 
report any. 
If you earn $100 in wages and claim $20 in tips then the witholding is based on
$120 and comes out of the $100 you earned.The place you're working for 
probably doesn't report any tips for you.It's a good idea to keep a daily log 
including how many hours you worked,how much you rang,how much you were tipped 
and how much you tipped out(barback,bus help ect.) It's handy if you do get 
audited and if you have a disagreement about  you hours with your employer.

In spite of the law,some places don't take any withholding,some take it from 
you and don't pay it,some report you income some don't.
I always report 100 percent of everything :)
