it means the bar is open i.e. the customer can get service at the bar. In some 
restarurants the establishment will be open even though the bar is not and in 
some of those places a descrete customer can  still get a get a drink with the 
right words to the waiter,so the bar would be open but not to customers.

Don't confuse this with an open bar at a banquet or catered event which means 
that the guesst do not pay for drinks rather the host is billed later.
