Yes.  It could matter how many years a person has been drinking, you build up 
a tolerance to alcohol just like drugs or smoking cigarrettes.  

However, whether a person has been drinking for 2 years or 12 years.  There 
are exceptions.

Two people can be exactly the same, (even twins) and maybe both do not drink 
that often, but one can drink 12 beers and act like he didn't even drink one 
beer and the other can be drunk after just two.  But most individuals have the 
same reaction to alcohol, that is if a person has a higher tolerace than 
another and both are exactly the same it is because one has built up more of a 
tolerance to alcohol than the other.
