Kent while bartenders should know about serving alcohol responsibly 
certification
is not required in all states.Training in Intervention,Prevention or t.i.p.s.
is probably the most widely recognized course in the U.S.

Laws covering responsible alcohol service are known as Dram laws and differ 
greatly from state to state.They are are almost nonexistant in Ga(where i am 
presently).Most places in the U.S. call for some sort of background check and 
issuing of an Alcoholic beverage control card or "pouring card" but this also 
varies from place to place.

Two rules that  are pretty much standard everywhere I've been are don't serve 
drunks and don't serve minors.
