I couldn't find anything that resembles what you are looking for, but there is 
a French clear liqueur that is drunk straight or with a little water.  It is 
also available in the US and I believe it taste like licorice.  When it come 
in contact with water it clouds up.  so a little moisture or water on your 
finger would do the trick.
I do not know if it is Anisette or Pernod or exactly what the liqueur is.

I came across about 20 different recipes for a snowflake and didn't even touch 
the surface.  I Thought this one looked a little interesting.

Snowflake   
Ingredients
1/2 fl. oz. Vodka 
1/2 fl. oz. Daily's Blue Hug 
Plate of sugar  

Directions
Take a shot glass dip the rim of the shot glass in the plate of sugar. Fill 
1/2 of the shot glass with Daily's Blue Hug and 1/2 with Vodka. When the drink 
hits the rim, the sugar will fall from the rim and looks like snowflakes in 
the drink. ENJOY
