I've heard this drink called the stars and stripes

It will always happen that way. unless you can find some lower proof vodka.
 You might try  letting the vodka stay in the freezer for twenty minutes or so 
before you pour but when the temp evens out the blue will still sink.

If you use cream make sure you use HEAVY cream that is cold.

If the primary purpose is looks you can use white creme de menth, or lt creme 
de caco in the middle.
